There is no description for the server itself. However, you can always assign a channel title and it will show up like this (also clickable and expandable, but a few care to expand it).

The other implementation is making the very first (#general) text channel a sort of a MOTD where no user can send messages, but everyone can read it’s contents. This way you can put anything you need to everyone’s view, including rules, help and server description.
