This bot allows anyone to easily set up local or global surveys, and participate in public surveys. 
The goal is to allow people to easily gather the public's opinion on a topic with just a small amount of effort and patience.
The surveys can be set to be anonymous or not anonymous.
When set to not anonymous, the survey will show you that it isnt anonymous, and only the creator of the survey can request the user list.
