GIF Bot

If you say !gif, it will send a GIF based off of that search from Tenor using the Tenor API 
Syntax: !gif [which GIF (Optional)] [what to search] (it will also tell you this if you say "!gif") 
There is also !time which will tell you the time in UTC WARNING!!! INCOMPLETE, IT WILL SKIP SOME CHARS 
Syntax: !time (I am planning on allowing the ability to choose a time zone, Not implemented yet)
