Was thinking the other day about a bot concept like this and was able to find this! Just what I needed, definitely recommend.
Flagger

Send flags to server moderators! Helping mods make sure people follow the rules.
This is Flagger. Flagger lets regular users flag messages and users that get reported to the moderators. This keeps reports very organized. To see how to use, do the /help command.
Main things:
How to setup: Simply run /setchannel in a channel and it's done! Users can now flag.
How to flag: Right click on a user or message, go to apps, and click the flag button. Another way to flag users (useful for larger servers) is the /flaguser slash command
Status: you can change a flag's status, once you have manage server permissions. Server admins can override this
