Could you make it so that the bot can still join even though there aren't 10 members in the server?

When we make a server you set up bots before you add any members because you want to make sure the moderation's, automatic messages, slash commands, and management are good then we add members. Can you please be like all of the other bots and let us add this bot to our server so we can set it up. If you do it would be better for us and for you because this bot would be in more servers and that mea...
