Allows to tip other users electra.

• !tip [user] [amount] Tips a user amount
• !rain [amount] Rains amount on users who sent a message the past 10 minutes
• !soak [amount] Soaks the amount across users who are online in the server
• !config [rain/soak/mention Enable rain/soak/mentioning
• !withdraw [address] [amount] Withdraws the amount to address
• !deposit Get a onetime deposit address
