The description doesn't show its capabilities, it only just describes how great it is. I checked their website (https://cypherbot.org/)It's down as well stating Host Error.

Cypher is a highly versatile and fully fledged management bot built around the principals of intuitiveness, functionality and purpose. It is designed from the ground up to be straight-forward and powerful commands enable it so everyone can use it to assist whatever their purpose may be. Cypher was founded on the 10th April 2020 and has since been actively developed by our Developers. Our Developers strive to maintain Cypher to an excellent standard and nothing less in order to achieve that 'Multi-purpose' medal.
