Bring back Twitter embeds in Discord.

The Bot sends a message when the following conditions are matched in a message.
{UserId} and {TweetId} refer to the URL of Twitter.

It's almost identical to the original embedding, which is fantastic!

It was a pain to fix the URL by hand, so it's a great help!
