Trendy Phrase Guy

This bot is a reference to Pokemon RSE and inspired by a twitter bot of the same name
I have plans to make him automatically post phrases every hour or day but i havent gotten that far in development yet.
More phrases could be added, but that is TBD.
His only command is >phrase which will give you a silly randomly generated phrase from the game options.
