```During the 1990's the chaos insurgency and other GOI attacked the foundation and it's assets causing risk of themselves being revealed. Tho the foundation believed they tried everything in their power, but they were wrong. So because of the attacks the foundation created a site hidden in the mountains far from society and under secret, the foundation soon rebuilded themselves from the ground and started producing more and more containment Procedures.

The snowy site is ran by a group of people known as the command, these people have discussions over the decisions.```
